Is it possible to use "Space" chords when no tabs are open? (Like in Zed)

Zed allows for context-specific bindings like this:

This configuration lets me use "space space" to toggle the file finder even when the editor pane is empty (no open tabs). I haven't found a way to achieve this in IntelliJ.

I think that the answer is that this is not possible in IdeaVim. It needs an editor window to function.
