USB Tethering for iOS?

Is it possible to use USB tethering for a faster connection between a Windows computer and iPad with Weylus?

I read this section at the bottom which explains how to use USB tethering:

Q: Can I use Weylus even if there is no WiFi?
A: Probably yes! Most tablets permit setting up a WiFi hotspot that can be used to connect your computer and tablet. Alternatively there is USB tethering too, which can be used to setup a peer to peer connection between your tablet and computer over USB. Another method for Android devices is to setup a socket connection with adb:

...but I can't find anything on how to do this except for Linux computer and Android tablet, and simply connecting the two with a USB cable doesn't seem to do anything. I don't know if it's supposed to automatically connect or if there's a process I need to go through and stuff I need to change..? It often lags so bad on my tablet's side that it freezes for several seconds, so being able to use USB tethering like on alternatives such as Astropad would be a gamechanger. Is this only available for Linux and Android, or is it possible to use this on Windows and iOS?
