Combine measurements for distributed agents

Is your feature request related to a problem? Please describe.
Distributed agents are getting measurements individually instead of combined like in simulated env.

Describe the solution you'd like
Downstream message bus would aggregate the data before calling on_measurement for non simulation env. For simulation env messages would be combined from FBM. Add timestamp.

Describe alternatives you've considered
Apps are doing that locally for now.
