Tests not passing for current configurations

Test on _test_cost_symmetry.py_ fails for configuration A (Not all tests were actually being run on Travis).

Increasing the _utils_conversion_factor_ from 10 to 20 fixes the issue, but this raises the issue that validation of parameters would be necessary.
