DHCP Reservation issue #1535

Describe the bug
Reserved DHCP leases occasionally change their IP Address, everything else stays the same except the IP is different.
To Reproduce
Sorry, no way to force this behaviour.
Expected behavior
The correct IP to be issued
Version and Deployment (please complete the following information):
- Gravity version: 0.26.5
- Deployment: docker-compose
Additional context
This appears to be related to #880 #871 #872 but isn't exactly the same.
I upgraded to 0.26.5 and all my cctv cameras changed their IP's to random ones, I would go back in and reset the IP address in Gravity and reboot the cameras, some worked first time, others again picked a random IP and I had to repeat another time.
To save myself the hassle of trying to work out what IP they should be I've put it in the description as everything with the reservation works fine, except the IP changing occasionally.
I've logged this separately as it seems related but slightly different, I'm not doing anything crazy, I have one default scope with a /24 range.
