Implement proper CI workflow to deploy module and submodules

The core module and each submodule need to be built, the dist folder is commited, the version is bumped, published to npm and pushed.

This needs to be automated as much as possible and it should be researched how to best do this.

Also versioning of the Drupal module should correlate with node module versions.
